The migration to the public cloud has provided us with the opportunity to integrate advanced tools for development teams, facilitating the success of new IT projects. Additionally, the public cloud offers a range of benefits, such as elasticity, agility, pay-as-you-go, high availability, scalability, and automation. “South African Revenue Service (SARS) Customs started their Modernisation Programme in the mid 2000’s to align with emerging of new technologies like digitilisation of Customs declarations and manifests and ensuring flow of trade in an ever increasing demand at the borders.
The WCO Smart Customs Project has been of great value to guide lead resources in their approach and provide valuable insight to successful deployments of SMART Customs elements.
In the past year a number of key initiatives were delivered in line with ever increasing demand for efficiency and time saving in the flow of goods and trade initiatives.
A time release study was done with WCO assistance at the Southern African Customs Union border with Eswatini to create a blueprint for all other SACU borders to ensure deployment of seamless colocation and single processing of goods and travelers at these borders.
Disruptive deployments were implemented through deploying automated risk workflow in the automated Customs refunds process and saving on turn-around time and resource time. Key resources can now also be centralized for ensure better quality and transparency.
The Customs frontline officers were enabled with mobile tablets with centrally streamed body cameras to conduct reporting on physical inspections and verify and acquit pre-declared arrivals at land ports from ANPR.”

9. Sri Lanka
"Attending the WCO Regional Workshop on Disruptive Technologies as the national contact point for Sri Lanka for the WCO Smart Customs Project was a truly enlightening experience. I had the chance to present our ongoing “CustomsAi” project, which leverages AI to forecast customs revenue for Sri Lanka Customs. By sharing our work, I hoped to offer insights to other customs representatives on how AI can support revenue management and operational efficiency.
The workshop was also a fantastic learning experience. I gained a substantial understanding of how drones, IOT, and Blockchain are being used to enhance customs operations globally. The best practices and expert advice on these technologies were particularly relevant as Sri Lanka Customs looks to adopt similar solutions. The workshop has prepared us well for the journey ahead, providing both technical knowledge and strategic insights.
My heartfelt thanks to the WCO for organizing this crucial workshop, which addresses a timely need for a knowledge-sharing platform in the field of disruptive technologies. I also extend my gratitude to the Customs Cooperation Fund of China for funding this initiative. The workshop’s focus on innovation and collaboration has strengthened our customs community and our shared goal of achieving smarter, more secure global supply chains."
Athri Sasanka Liyanaarachchi, Superintendent of Customs, National Contact Point, Sri Lanka Customs
