Participation in the Regional Conference on Smart Customs in Hong Kong, China

The WCO Smart Customs Project was featured at the Regional Conference on Smart Customs held in Hong Kong, China, from 11 to 13 March 2026. Hosted by Hong Kong Customs as the WCO Vice-Chair for the Asia/Pacific (A/P) Region, the conference brought together over 300 representatives from WCO Members, international organizations and the private sector.

During the opening session, Dr. Hua Tong, Technical Attaché of the WCO Secretariat presented the WCO Smart Customs Project (SCP), outlining its scope, progress and key deliverables, including the Artificial Intelligence/Machine Learning (AI/ML) Package (Detailed Report on the Adoption of AI in Customs and the AI/ML Readiness Self-Assessment Tool) and the forthcoming updated WCO Study Report on Disruptive Technologies. Dr. Tong also acknowledged Hong Kong Customs’ active engagement in the WCO SCP, which among others included sharing the ValidAP case on Blockchain.

The Project was widely referenced in discussions on digital platforms, emerging technologies, as well as AI and big data in Customs. Dr. Tong also moderated a panel on digital innovation, facilitating exchanges on practical applications and implementation.

On Day 2, Mr. Gilles Thomas, Head of Unit at the WCO Secretariat presented the Secretariat’s new structure, the work of the Supply Chain Integrity Unit, and tools such as the Customs Enforcement Network (CEN).

The WCO SCP’s participation in the conference also contributed to expanding the WCO Smart Customs community, with more Customs administrations joining the Project through the nomination of National Contact Points. Field visits to the Hong Kong–Zhuhai–Macao Bridge demonstrated the use of innovative technologies by the Customs administrations of Hong Kong, Macao, and Zhuhai in supporting trade facilitation, risk management and intelligent inspection.
